Looking for a Change in...........................:)
Wondering people attending interviews frequently.
If they just complete one year, they will be looking out for job change.
Does is it add value on their CV?
Other part is, the company would have spent on individuals in respect to the trainings and so on. Is it fair to do that?
I have seen both ends, wherein people staying in for 10 years in a company and people just quiting after one year or even less than that.
My question is, Is 1 year enough for somebody to understand and get an hang of the domain they are working for?

In a way, it's unfair for them to look out for a change, as the company would have invested for their trainings and would have spent time in employing them, and it's a waste of time and effort.
On the other hand, if the employer keeps the employees happy, why would they look out for another job?
If the employee's mindset is to hop from company to company each year, then I definitely agree that one year is too short time for them to gain knowledge in their domain. At the least, three years is what I would recommend before changing to another job, provided they are happy about their job and employer.
1 yr is too less, and 10 is kind of late. ideal would be between 3-5 years.
10 yr in the company and you may become too absorbed with the company that others may hardly find you worthy. but 1 year is clearly too less. rolling stone gathers no moss might have lost relevancy in today's fast paced world, but a minimum level of footing is needed to ensure that you learn the ropes well and to prove that you are some one dependable than some one who is fickle minded.
